Notarial services
The Embassy processes requests for notarial services on documents intended for use in Singapore. We do not generally perform notarial functions on document which will be used in a country other than Singapore, unless it is a requirement by the local authorities. These services include witnessing of signature for Affidavit; Statutory Declaration and other types of documents (e.g. Power of Attorney, Singapore Authorities’ Forms, etc.), and certifying true copy of document. Please refer to the table below for the respective consular fees. Applicants are advised to bring the exact amount for payment.
Legalisation of Documents
On 18 January 2021, Singapore acceded to the Hague Conference on Private International Law (HCH) Convention of 5 October 1961 (“Apostille Convention”), abolishing the requirement of legalisation for foreign public documents. To operationalise the Apostille Convention, the Singapore Academy of Law is authorised to issue Apostilles for all Singapore documents bound overseas with effect from 16 September 2021. [Note: Singapore deposited its instrument in the Hague on 18 January 2021. Presently, 88 countries and the European Union are parties to the Convention who will accept Apostilles issued by appointed authorities in member countries/organisations.]
As the Republic of Korea is also a party to the Apostille Convention, the ROK Apostille Issuing Authority is authorised to issue Apostilles. With effect from 16 September 2021, documents with an apostille affixed can be presented in Singapore directly without further legalisation from the Singapore Embassy in Seoul.
Witnessing of Signature
For Affidavit and Statutory Declaration
The Embassy witnesses signature on Affidavit and Statutory Declaration for use in Singapore. You are required to bring along the document(s), completed but not signed; valid identification documents such as passport or NRIC; and any supporting documents as required.
For Documents (excluding Affidavit and Statutory Declaration)
The Embassy witnesses signature for document such as Power of Attorney, CPFB Forms, etc. You are required to bring along the following document(s), completed but not signed; valid identification documents such as passport or NRIC; and any supporting documents as required.
Certify True Copy of Document
Please bring the original and a photocopy of the document as the original document has to be seen and compared with an exact photocopy of the document.[For the purpose of Certify True Copy service, the Embassy is able to provide photocopying services at KRW 1,000 per page.]
Kindly note that documents issued by the Singapore Government such as birth/death certificates, birth/death extracts, marriage certificates could be certified at the Consulate/Embassy/High Commission. Other documents without the Singapore Government’s seal must be legalised at the Singapore Academy of Law (https://legalisation.sal.sg).

Please be advised that the Embassy will refuse to process documents that are not signed in the presence of the Consular Officer (i.e.pre-signed).

Processing time
1 to 2 working days (excluding the day of submission) are required for notarial and authentication services.
